Privacy requirements for value accounting.

A system that records more about a transaction is by construction a system that could surveil more. The framework therefore treats privacy as a constraint on the design, not a policy applied afterwards.
Requirements
- Value records must support aggregation without identity
- Participation in detailed recording must be opt-in per counterparty
- Local computation preferred over central collection
- Data minimisation: fields not needed for the stated purpose must not be collected
- Participants must be able to obtain, correct, and delete their records on stated terms
- No linkage of transaction records to civil status, benefits, or rights
