Rights and Safeguards

Enumerates the rights that override measured outcomes, including the prohibition on social scoring.

Accepted: Reviewed and adopted for the current release.

Motivation

An optimisation framework needs an explicit constraint layer, or it will eventually optimise against the people it claims to serve.

Specification

Adopt the fourteen enumerated rights in Book VII. Where a measured outcome conflicts with a right, the right governs. Scores apply to transactions and projects only; applying them to persons is non-conforming.

Rationale

Ordering rights above outcomes must be stated before any outcome is measured, not after.

Backwards compatibility

Overrides any conflicting provision in earlier proposals.

Open questions

Cross-jurisdiction enforceability; independent dispute resolution funding.
