Book VII — Rights and Safeguards

Intelligentism must never become a justification for centralized control disguised as scientific management.

Book VII is the framework's constraint layer. Where a measured outcome conflicts with a right in this book, the right governs. This ordering is deliberate and is not subject to optimisation.
