Core Principles

These principles constrain every chapter, proposal, institution, and model in the framework.

1. Voluntary participation. No one may be compelled into an Intelligentism institution or agreement.
2. Disclosed terms. Terms must be published before support is accepted.
3. Measurable claims. A claim that cannot be measured cannot be adopted as settled.
4. Published assumptions. Every model states what it assumes and where it breaks.
5. Revisability. Any conclusion must be reversible on evidence.
6. Published failure. Failed pilots are published, not buried.
7. Preserved ownership. Private property and independent enterprise remain intact.
8. Bounded authority. Institutional power is enumerated, auditable, and removable.
9. Productive competition. Competition is redirected, not eliminated.
10. Gradual implementation. Replacement precedes reduction; pilots precede scale.

Principles 1, 7, 8 and 10 are hard constraints. A proposal that violates one of them is out of scope for the framework even if it performs well on every measured outcome.
