Framework Definition and Core Principles
Establishes the formal definition of Intelligentism and the ten core principles that constrain every later proposal.
Accepted: Reviewed and adopted for the current release.
Motivation
Without a fixed definition, every subsequent proposal argues past the previous one. This proposal fixes the definition, the seven required components, and the ten core principles.
Specification
The definition in Definition of Intelligentism and the principles in Core Principles are adopted as normative. Principles 1, 7, 8 and 10 are hard constraints: a proposal violating any of them is out of scope regardless of its measured performance.
Rationale
Hard constraints are required because a purely outcome-optimising framework will eventually justify compulsion if compulsion measures well.
Backwards compatibility
None; this is the base proposal.
Open questions
Whether "continuous improvement" should be a component or a governance requirement.
