Prosperity Function

Candidate form

$$P = \sum_i w_i \cdot \frac{c_i}{c_i^{*}}$$

where $c_i$ is measured capability in domain $i$, $c_i^{*}$ a reference level, and $w_i$ a published weight.

Assumptions

• Capability domains are separable
• Reference levels are defensible and published
• Weights are set by a disclosed, versioned procedure

Limitations

The weighting procedure is unresolved and is the single largest open problem in the framework: whoever sets $w_i$ determines what "prosperity" means. Until that is answered by an auditable mechanism, $P$ must be treated as a research object, not a target.
