Candidate formulation for system-wide prosperity.

where is measured capability in domain , a reference level, and a published weight.
Assumptions
- Capability domains are separable
- Reference levels are defensible and published
- Weights are set by a disclosed, versioned procedure
Limitations
The weighting procedure is unresolved and is the single largest open problem in the framework: whoever sets determines what "prosperity" means. Until that is answered by an auditable mechanism, must be treated as a research object, not a target.
