Governing Premises

The four premises of scientific governance.

  1. Assumptions may be wrong.
  2. Evidence may change.
  3. Policies must be revisable.
  4. Failure must be publishable.

An institution that cannot satisfy all four will eventually optimise for the appearance of success, because that is the only remaining path when admitting error is unavailable.
