Voluntary Institutions

Defines what qualifies as a voluntary institution, what it must publish, and how it can be removed.

Motivation

Institutions are the framework's delivery mechanism and its largest capture risk.

Specification

An organisation qualifies as a voluntary institution only if it satisfies all seven requirements in Definition of a Voluntary Institution. Charters must enumerate authority; authority not enumerated is not held.

Rationale

Enumerated authority plus sunset provisions plus audit is the minimum structure that allows an institution to be evaluated and removed.

Open questions

Charter amendment procedure; auditor appointment independence; cross-institution disputes.
